Housing Market Renewal was a government policy to try to reinvigorate struggling places suffering from an alleged oversupply of 19th century terraces. As part of this urbed were asked to create a series of smaller masterplans for those ares of Rochdale most in need to attention. This was done using a combination of Design for Change workshops in each area, and a lot of outreach work done with the help of a 1967 London bus bought for the purpose.
